For the trusted internet, the human rights needed to be embedded into digital data , privacy and security policy cycle from agenda setting, formulation, adapting, implementatiin, evaluation and termination if found unsuccessful.
Technically it's possible for community participation in end to end of this step wise policy process, only if provided access to information in choice of language an individual may understand at all levels.
Not proving policy information in official state languages Sinhala, Tamil and English therfore can insite violation of right to access information and right to freedom of speech.
Not releasing Sinhala and Tamil versions of both Cyber security draft bill and Data protection bill frame work by Digital Ministry violates the civil rights of access to information and freedom of speech depriving more than 90% estimated population in Sri Lanka.
People would have known, discuss and respond to the policy by exercising their rights at policy formulation stage, hence it's unethical, unfair and unjust hence said bills cannot be moved into adaptation stage by submitting to parliament.
It is my view on digital policy making complying to the constitutional rights of people of Sri Lanka.
